Bid Opportunities
SRA-TX has established the following levels of purchasing authority:
In general, contracts for construction and repairs of facilities and for the purchase of equipment, materials, and machinery should be in accordance with Chapter 49, Section 273 of the Texas Water Code.
Purchases between $25,000 and $150,000
Such purchases of goods and services require a minimum of three (3) written quotes on standard specifications which must be solicited when practical.
Purchases of $150,000 and Over
Chapter 49 of the Texas Water Code requires competitive bidding or proposals for all SRA-TX contracts exceeding $150,000. The law prohibits any SRA-TX employee from making “separate, sequential, or component” purchases to avoid the competitive bidding requirements. These purchases require legal advertising and formal sealed bids or proposals to be received at a public bid opening.
Competitive Proposals
A process similar to the sealed competitive bid procedure, the Request for Proposal (RFP) may be used for the procurement of goods and services that are highly specialized and technical in nature or for the purchase of insurance.
Purchasing Cooperatives
SRA-TX also participates in cooperative purchasing programs such as through the Statewide Procurement Division, inter-local agreements with other agencies and local governments. Competitive bidding requirements do not apply to purchases through these cooperative programs.
