David Montagne
Executive Vice-President and
General Manager
Biography
David Montagne is Executive Vice President & General Manager, for which he has worked since 1986. He is responsible for the overall operations of the Sabine River Authority. He executes the policy and program directives of the Board of Directors, oversees the budget, and serves as the liaison between SRA and the Legislature as well as with other governmental agencies. He also represents the interest of Texas as Project Administrator for Toledo Bend Project Joint Operation.
David is a member of the Texas Water Association, board member of the TWA’s Risk Management Fund Board of Trustees, and was also a member of the TWA Reuse Water Committee. David is a board member for Region I, one of the Regional Water Planning Groups developed.
Born in Port Arthur and raised in Orange County, David Montagne is a 1974 graduate of Lamar University in Beaumont with a Bachelor of Business Administration in Accounting. David and his wife, Janet, reside in Beaumont and have four children and six grandchildren.
Travis Williams, P.E.
Deputy General Manager
Biography
Travis Williams, P.E., is the Deputy General Manager and has been with SRA since 2010. He is responsible for the operation, maintenance, and safety of all operational facilities as well as oversight of the administrative functions of the Authority.
Travis is a member of the Texas Water Association, having been elected to the TWA Board of Directors. He is an active member of the Texas Society of Professional Engineers. Travis is a licensed professional engineer and has extensive experience in civil design, water treatment facilities, project management, and construction methods.
Travis is a 2000 graduate of Lamar University in Beaumont with a Bachelor of Science in Civil Engineering. Travis and his wife, Pam, reside in Bridge City and have one son.
Holly Smith, CPA
Assistant General Manager/
Chief Financial Officer
Biography
Holly Smith, CPA, joined SRA in 2017 and serves as Assistant General Manager / Chief Financial Officer. Her responsibilities include all administrative functions of the Authority including financial and human resources, water resource planning and water quality, economic development, and information security. Financial responsibilities include accounting records, financial reporting, and overall fiscal responsibility for SRA.
Holly is a Certified Public Accountant, licensed in the state of Texas, member of the Texas Society of Certified Public Accounts, and a member of the Government Finance Officers Association of Texas. She is also a member of the Texas Water Association and serves on the Board of Directors of the Rotary Club of Orange.
Holly graduated from Lamar University in 2001 with Bachelor of Business Administration in both Accounting and Finance. Holly and her husband, Jeremy, reside in Orange and have three children.
Mark Mann, P.E.
Operations Manager
Biography
Mark Mann, P.E., currently serves as the Operations Manager and has been with the Authority since 2020. He is responsible for the operations, safety, and maintenance of all operational facilities of the Authority as well as directing engineering and construction management.
Mark is a licensed professional engineer in the State of Texas and State of Louisiana. He is a member of Texas Water Association, and active member of Texas Society of Professional Engineers, and American Society of Civil Engineers.
Mark has a Bachelor of Science in Civil Engineering from Lamar University. He and his wife, Wendy, reside in Beaumont and have one son.
Troy Henry
Upper Basin Regional Manager
Biography
Troy Henry is the Upper Basin Regional Manager and has been with the Authority since 1991. His duties include responsibility for two water supply reservoirs, Lake Tawakoni and Lake Fork. Troy is a Licensed Professional Sanitarian.
Troy is a member of Texas Water Association. Troy has an undergraduate degree from Lamar University and a Master of Science in Environmental Science from Stephen F. Austin State University. He and his wife Patricia reside in Tyler and have two sons.
Don Iles
Middle Basin Regional Manager
Biography
Don Iles is the Middle Sabine Basin Regional Manager and has been with the Authority since 2018. His duties include responsibilities for Toledo Bend Reservoir and administration of Toledo Bend Project Joint Operation.
Don is a member of Texas Water Association.
Don has a Bachelor of Business Administration in Finance from Stephen F. Austin University. He resides in Hemphill and has two children.
Debra Stagner
Chief Administrative Officer/
Treasurer
Biography
Debra Stagner has been with SRA since 2000 and serves as Chief Administrative Officer / Treasurer. She has the overall responsibility for management and oversight of all SRA investments, human resources, and risk management. She is one of SRA’s Investment Officers and is the Records Management Officer.
Debra is a member of the national and state Government Finance Officers Association, the Southeast Texas Human Resources Association, Government Treasurer’s Organization of Texas, as well as Texas Water Association. Debra serves on the Board of Directors of Deep East Texas Self Insurance Fund. She is also a Certified Public Funds Investment Manager.
Debra has a Bachelor of Business Administration in Accounting from Lamar University. Debra and her husband, Hershel, reside in Orange.
